| 4th European Prize for Urban Public Space | |

na konkursu. Propozicije za učestvovanje možete pogledati ovde The Centre of Contemporary Culture of Barcelona (CCCB) is pleased to announce the 4th European Prize for Urban Public Space, a biennial initiative that aims to foster and recognise the process of recovering the public dimension of urban spaces in Europe so as to enhance their capacity for social cohesion. The Prize is co-organised with The Architecture Foundation (London), the Architektur Zentrum Wien (Vienna), Institut Français d'Architecture (Paris), the Nederlands Architectuurinstituut (Rotterdam) and the Museum of Finnish Architecture (Helsinki). Twenty different countries were represented with 169 projects at the last award, showing a growing if still timid sensibility towards the need for revitalising public space in Europe. The most outstanding projects submitted since the first time the Prize was offered have been brought together in the on-line Archive on Public Space (http://urban.cccb.org) which now includes 250 projects from 150 European cities. |

PRESS RELEASE by Dr Charles Lambert (France), General Rapporteur of the Congress The founding values of our civilization of the 21th century are cultural and philosophical diversity and the search of social harmony. Our civilization advocates competition and exchange and attempts to find an equilibrium between the organization of human settlements and the cycles of nature. Having become an urban civilization, its movements, for half a century, have combined with the consequences of the increase of life expectancy, of the importance of migration and movement and of the demographic increase of urban populations in huge countries as well as with the effects of the present globalization of economy, exchanges and mobility. Today all this occurs sometimes in a messy way in the organization of territories, and continues to lead to a hyper-concentration of material values and to a hyper-concentration of populations in a few cities which get bigger and bigger and where life is so selective and too expensive, so that it is too cruel for many people. However, there fortunately exists a whole system of intermediate cities all over the world; 62 % of the world urban population is still living in such a world. Through the numerous reports of experiences that have been presented during this Congress we could notice that the comprehension of intermediate cities to reinforce their performances by establishing synergies is present almost everywhere in most parts of the world. The aim that we consequently have to follow is to make those ‘intermediate cities’ competitive and attractive enough so that their inhabitants and the economic enterprises have the possibility and the desire to stay or to settle there. We, Planners from 63 countries of the world, coming from all continents, and meeting in Geneva (2), after having organized here the 1st Mayors’ Summit (1) invited on a topic of urban development, after having listened to the presentation of 61 experiences taking place in 32 countries, among which the smallest ones and the most populated ones – China, India, USA, Europe – as well as the most immense ones – Brazil, South Africa (there were actually only examples missing from Russia), we assert that one of the keys to preserve the values of this civilization should be not to be satisfied with supporting a future that only would be guaranteed by ‘big cities’ which, of course, present many possibilities and much know-how, but to quickly develop the organization and performances of groupings of intermediate cities as an alternative to a sole megalopolis pattern. And this should be done by strategically grouping together cities where we have discovered encouraging premises. This has to be done as long as there is still time to do it, which means as long as those intermediate cities still represent an identity, have a cultural background and employment for more than half of the world population. These intermediate cities actually play an irreplaceable role of intermediation between the populations and the acute forms of competitiveness and uniformity that result from the globalization of phenomena and that makes them thus bearable for the majority. Let’s give a new solution for the critical and new situation of the world development: In order to get these new ‘urban regions’ emerge one has to understand that from now on the concept of ‘city’ or ‘urban’ has to be definitely dissociated with the one of ‘continuous constructed density’ to which it has been always associated. The discontinuities have actually become real values in urban organizations. The city rather is a continuity of identity, of social fabric, of networks, of services and jobs than an agglomeration of buildings, it is a whole of human activities practiced on a territory radiating to the exterior as much as it receives the progresses of the world. In order to reach such organizations, so different from royal or imperial cities or cities resulting from the colonization of the 18th and 19th centuries or even parts of new cities still built today in haste without taking benefit of the controversial experiences of the 20th century in the European countries, we have of course to admit that the present processes of urban spreading, which occur more or less spontaneously, are more and more inappropriate. We have to ratify the idea of a real need to ‘manage’ urban regions in place of the usual hierarchic, but since long unbearable, reference of the city centre which more or less voluntarily exploits its ‘subjects’ in suburbs and the territories of its neighboring spaces. It actually is a matter of the same obligations as those to which the management of enterprises has been constraint and which had to pass from a capitalistic, authoritarian and paternalistic ‘boss’ to a ‘government of enterprise’. | KONSTITUTIVNA SEDNICA | |
| Predsednistvo
Udruzenja urbanista Srbije, na konstitutivnoj sednici, koja je odrzana
u Direkciji za urbanizam i izgradnju Kragujevac, formiralo je radno
telo koje ce pratiti sprovodjenje Zakona o planiranju i izgradnji.
Predvidja se pracenje realizacije ovog zakona u svim regionima Srbije
i izrada uporednih analiza - kako se slicne odredbe i aktivnosti ostvaruju
u nasim, a kako u evropskim gradovima. Na istoj sednici Predsednistvo UUS formiralo je i Koordinacioni odbor za Poslovni sistem mreze urbanistickih i graditeljskih institucija Srbije, cije ce sediste biti u Kragujevcu. Takodje, imenovani su i clanovi koordinacionih odbora za formiranje Akademije urbanista i Kluba mladih urbanista. Dogovoreno je i da se sacini program saradnje sa urbanistickim udruzenjima Budimpeste i Milana, zapocnu pripreme za 13. Salon urbanizma, koji ce se ove godine odrzati u Banja Luci, kao i pripreme za obelezavanje 50-godisnjice rada Udruzenja urbanista Srbije, koja ce biti 2005. godine. Postignut je dogovor da se tokom ove godine
organizuje vise savetovanja o najaktuelnijim temama iz svog rada. Tako
ce uskoro u Kragujevcu, u saradnji sa drzavnim institucijama i javnim
preduzecima, biti organizovano savetovanje
sa temom "Planiranje infrastrukture". |

Izabran je 21 clan predsednistva UUS-a, u sledecoj strukturi: Vojvodina 5 clanova, Beograd 4 clana, centralna Srbija 6, Kosovo i Metohija 1, Nis 2 i Kragujevac 2 clana. Za predsednika Udruzenja izabran je, u drugom mandatu, prof dr Miodrag Ralevic, iz Beograda.
